{"id":20,"date":"2019-12-12T00:11:38","date_gmt":"2019-12-12T00:11:38","guid":{"rendered":"https:\/\/www.fnfa.dev4.oracastdev.com\/?page_id=20"},"modified":"2026-02-26T13:16:50","modified_gmt":"2026-02-26T21:16:50","slug":"about","status":"publish","type":"page","link":"https:\/\/fnfa.ca\/en\/about\/about\/","title":{"rendered":"History and Summary"},"content":{"rendered":"<div class=\"row rowCenter cntBlock bgOverlayWhite colsplit\" id=\"colsplit-block_55fa02b04e15fb6c2d7fdcccc8d82226\" style=\"z-index:0\">\n  <div class=\"col-12 col-lg-8 order-2\">\n    <h2><\/h2>\n    <h3><em><strong>Our Mission Statement: <span style=\"font-weight: bold;color: #14a5a1\">Helping First Nation Communities Build Their Own Futures on Their Own Terms<\/span><\/strong><\/em><\/h3>\n\t  <\/div>\n  <div class=\"col-12 col-lg-4 order-1\">\n\t  \t  <img decoding=\"async\" src=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2020\/02\/mokasins.jpg\" alt=\"\" \/>\n\t    <\/div>\n<\/div>\n\n<div class=\"row cntBlock col2block\" id=\"col2block-block_30c9125db3755ce5918f050a1c1d3e47\">\n\t\t\t\t\t\t\t\t<div class=\"col-12 col-lg-6\">\n\t\t\t\t\t\t\t\t\t\t\t\t<h3>Our History<\/h3>\n\t\t\t\t\t\t\t\t<p>Our history began in 1992 when a group of First Nation leaders envisioned a non-profit Indigenous-owned and controlled institution.\u00a0 Their concept was to provide all First Nations and Indigenous governments, with the same financial instruments that other levels of government in Canada have at their disposal to build safe, healthy, and prosperous communities.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"col-12 col-lg-6\">\n\t\t\t\t\t\t\t\t\t\t\t\t<h3>\u200e <\/h3>\n\t\t\t\t\t\t\t\t<p>In 2005, FNFA was given Royal Assent under the First Nations Fiscal Management Act (FNFMA).\u00a0 The Act was amended in 2011 by the <em>Financing Secured by Other Revenues Regulations.<\/em> The Act and the Regulations mandated the FNFA to raise financing (short-term and long-term) for its Borrowing Members. FNFA is a non-profit authority whose membership is open to all First Nations across Canada.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Our Mandate<\/h3>\n\n\n\n<p>Our mandate as set out in the <em>First Nations Fiscal Management Act<\/em> and related Regulations, is to provide <em>financing<\/em>, <em>investment,<\/em> and <em>advisory services<\/em> for those First Nation governments across Canada that voluntarily schedule to our Act.<\/p>\n\n\n<div class=\"row cntBlock stackblock\" id=\"stackblock-block_dc83116567398a652a3eddfd6ccd511d\">\n\t<div class=\"col-12 col-lg-5 offset-lg-1 order-1 order-lg-2\">\n\t\t<div class=\"stackImg\">\n\t\t\t<img decoding=\"async\" src=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2020\/09\/about-the-fnfa.jpg\" alt=\"\" \/>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"col-12 col-lg-6 order-2 order-lg-1\">\n\t\t<h3><\/h3>\n\t\t<p><strong>First Nations Finance Authority (FNFA)<\/strong> is a statutory non-profit organization without share capital, operating under the authority of the <i>First Nations Fiscal Management Act, 2005.<\/i> FNFA\u2019s purposes are to provide First Nation governments investment options, capital planning advice, and perhaps most importantly, access to long-term loans with preferable interest rates. FNFA is not an agent of Her Majesty or a Crown corporation and is governed solely by the First Nation communities that join as Borrowing Members.<\/p>\n\t\t\t\t\t<a href=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2024\/12\/FNFA-Services-Brochure.pdf\" target=\"_blank\" class=\"btn\" >Read Our Brochure<\/a>\n\t\t\t<\/div>\n<\/div>\n\n\n<div class=\"row cntBlock stackblock\" id=\"stackblock-block_ce0acecd16f2d3327067d4fe3b1d5145\">\n\t<div class=\"col-12 col-lg-5 order-1\">\n\t\t<div class=\"stackImg\">\n\t\t\t<img decoding=\"async\" src=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2020\/02\/about-fnfa2.jpg\" alt=\"\" \/>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"col-12 col-lg-6 offset-lg-1 order-2\">\n\t\t<h3><\/h3>\n\t\t<p><strong>The advantages of joining FNFA<\/strong> as a Borrowing Member are:<\/p>\n<ol>\n<li>Access to low rate Interim Loans below bank prime, and long-term fixed rate loans with repayment terms up to 30 years;<\/li>\n<li>First Nations choose the repayment terms that work best for their budget;<\/li>\n<li>FNFA loans do not require collateral;<\/li>\n<li>FNFA loans can be used to refinance existing debt; and<\/li>\n<li>FNFA\u2019s interest rates and terms parallel those available to provincial and local governments.<\/li>\n<\/ol>\n\t\t\t<\/div>\n<\/div>\n\n\n<div class=\"row cntBlock stackblock\" id=\"stackblock-block_46096039a7b80e5b79fbebbb4ab0ea32\">\n\t<div class=\"col-12 col-lg-5 offset-lg-1 order-1 order-lg-2\">\n\t\t<div class=\"stackImg\">\n\t\t\t<img decoding=\"async\" src=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2020\/02\/beaded-headband.jpg\" alt=\"\" \/>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"col-12 col-lg-6 order-2 order-lg-1\">\n\t\t<h3><\/h3>\n\t\t<p><strong>Most revenue streams are eligible<\/strong> to support FNFA loan requests. Eligible capital projects FNFA can finance include infrastructure, social and economic development, land purchases, independent power projects, community housing, and rolling stock\/heavy equipment.<\/p>\n<p><strong>FNFA is a stand-alone organization<\/strong> separate from the Government of Canada, and its operating policies are set by its Board of Directors chosen from amongst the Chiefs and Councillors of the borrowing membership. The FNFA is for First Nations, by First Nations.<\/p>\n\t\t\t<\/div>\n<\/div>\n\n\n<div class=\"row rowCenter cntBlock bgOverlayWhite colsplit\" id=\"colsplit-block_b0dd17a50cfd0336ecd5b22508e8a624\" style=\"z-index:0\">\n  <div class=\"col-12 col-lg-8 order-2\">\n    <h2><\/h2>\n    <h3><em><strong>The Chiefs and Councillors who represent FNFA as the Board of Directors determined our values to be:<\/strong><\/em><\/h3>\n\t  <\/div>\n  <div class=\"col-12 col-lg-4 order-1\">\n\t  \t  <img decoding=\"async\" src=\"https:\/\/fnfa.ca\/wp-content\/uploads\/2020\/02\/basket.jpg\" alt=\"\" \/>\n\t    <\/div>\n<\/div>\n\n<div class=\"row cntBlock col3block\" id=\"col3block-block_772ad0d46a3fe9104023aad48c9a24a6\">\n\t\t\t\t\t\t\t\t<div class=\"col-12 col-lg-4\">\n\t\t\t\t\t\t\t\t\t\t\t\t<h3>Innovation<\/h3>\n\t\t\t\t\t\t\t\t<p>We understand the value of iterating, adapting, being agile. Our management and staff will actively work to anticipate change and strive for a continuous improvement approach to our services. In our interactions, we will challenge assumptions where appropriate, be curious, and safeguard a safe space to bring new ideas forward.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"col-12 col-lg-4\">\n\t\t\t\t\t\t\t\t\t\t\t\t<h3>Empowerment<\/h3>\n\t\t\t\t\t\t\t\t<p>We recognize First Nations as a level of government and work with First Nation communities to help achieve their community priorities and their future visions. Through affordable financing and advisory services, we assist First Nations in Canada in leading the way. We are ethical and fair. We are efficient, transparent, and accountable to our borrowing members, investors, and stakeholders. In our relationships, we are respectful and candid.
